I am Against the death penalty, believe that the United States Judicial System is flawed, yet fixable; Prison Reform and Sentencing Reform should be major agenda's for each state- we need to stop warehousing prisoners and ready those who are going to parole.   2. Here is a link to CDCR Form 2142 – Citizen’s Complaint Form. This form initiates and internal affairs investigation and is taken much more seriously because if gets the issue outside of the appeals coordinator who handles the inmate/parolee 602 appeals.
