  1. We can break the cycle of offending, incarceration, recidivism, incarceration. It will not be politically correct right now or easy. Many minds will have to change before we accept judicial corporal punishment INSTEAD OF incarceration. Deuteronomy 25:1-3. All the presidents carved into Mt. Rushmore favored judicial corporal punishment on white (and black) citizens.
